How to Create a Metal Frame
Ok for this tutorial you will need to create a new image with a black background. Take the Rounded Rectangle Tool and at the top set the radius to 30 for this tutorial. Now click, hold and drag mouse to make your shape. Hold Ctrl and click on the layer with your shape and it should show your shape in marquee now delete that layer and the next one. So now all you have in the first layer and your shape is marquee.

Create a new layer and fill the marquee in with #C0C0C0. Now go to Select >> Modify >> Contract and Contract it by 8 then hit the delete key on your keyboard to delete the center part. Hold Ctrl + D to deselect.

Go to Layer >> Layer Style >> Bevel and Emboss and use these settings.

Now load you picture in that you want to use. Now click on the layer with the metal frame and take the Magic Wand Tool and click in the center of the picture. See to the right you should have a marquee like mine.

Now click back on the picture layer and go to Select >> inverse and hit the delete key on your keyboard. You work should now look like the picture to your right.
